18-year-old Found Fatally Shot in Anoka County

Ramsey police are investigating the fatal shooting of an 18-year-old man, found dead inside a parked vehicle Sunday morning.

Officers responded just after 8:30 a.m. to the 14600 block of Snowy Owl Street NW after receiving a report of a person slumped over in the driver’s seat of a car.

When police arrived, they found the man unresponsive with an apparent gunshot wound. Emergency responders confirmed he was deceased at the scene.

The victim was identified as Diamond Eddie Manly, 18, of Brooklyn Park. Investigators believe his death was a homicide. Authorities have not disclosed any details about what led to the shooting and no suspects have been taken into custody as of publications. It remains unclear whether the shooting happened at that location or if the vehicle was driven there afterward.

Residents in the area reported seeing police activity for several hours as officers canvassed the neighborhood and examined the scene. Authorities have not said whether a weapon was recovered or if surveillance footage may have captured the incident.

The Ramsey Police Department, Anoka County Sheriff’s Office and the Midwest Medical Examiner’s Office are investigating. Authorities are asking anyone with information to come forward, contacting Anoka County non-emergency dispatch at 763-427-1212.
