BCA: No Video Available After Police Killing of Armed Suspect in Uptown Minneapolis

The Ramsey County and Hennepin County deputies who are believed to have fatally shot an armed suspect at the top of a parking ramp in the Uptown area of south Minneapolis were not wearing body cameras and there is no squad car dashcam video of the incident, the Minnesota Bureau of Criminal Apprehension said.

Two officers fired their weapons Thursday, June 3, just after 2 p.m. when they were attempting to apprehend the suspect who was wanted on a felony firearms violation, the BCA said. The deputies were serving on a U.S. Marshals task force and were not wearing body-worn cameras due to policy. Officers with the Minneapolis Police Department were not involved in the incident.

Family members identified the man as Winston Boogie Smith, 32, of St. Paul. He has not yet been officially identified by law enforcement agencies.

The Hennepin County Medical Examiner’s office on Sunday released its preliminary autopsy report, identifying Smith as the man killed. He died of multiple gunshot wounds at the parking ramp at 1405 W. Lake St. at 2:11 p.m., the press release report said.

An initial report from the BCA says Smith fired a gun from inside his vehicle, that a gun was recovered at the scene and several spent casings were found inside the car. He died of his injuries at the scene. A 27-year-old woman who was inside the vehicle was injured by glass during the shooting, the BCA confirmed. She was taken to the hospital and treated for those injuries.

The officers who fired their weapons have not yet been identified.

Court records for Smith in Minnesota show a 2017 conviction for 1st-degree robbery, for which he was still on probation. It is still unknown which incident prompted the firearms violation warrant.
