Man Arrested in Double-Stabbing, Robbery at North St. Paul Antiques Store

NORTH ST. PAUL: An Anoka, Minn., man was arrested Thursday, March 18 after allegedly stabbing two people, spraying an officer with homemade pepper spray and stealing coins at an antique store.

Police said they arrested Jeffrey Frederic Frank, 74, nearby the stabbing scene after using a taser in order to subdue him. The officer needed medical attention and was reportedly suffering from breathing problems after Frank sprayed her with the red liquid. She was released from the hospital shortly after.

Police responded to the antique store on the 2500 block of 7th Ave. E. just before noon for the report of two people stabbed after a robbery. When officers got there, Frank was trying run from the scene.

Frank told police he put acetone, pepper sauce and pepper spray into a dish soap bottle, a criminal complaint said. Officers found several coins and a large kitchen knife on Frank when they searched him.

A 58-year-old woman was stabbed in her upper and lower chest, with a puncture to her lung and a 66-year-old man was stabbed in the abdomen. The complaint said Frank also sprayed the victims with the red liquid. Both victims were taken to Regions Hospital in St. Paul with life-threatening injuries and an update on their conditions was unavailable as of Friday.

Frank has been charged with 2nd-degree attempted murder, assault and assault on a peace officer. He has at least 10 prior felony convictions and was already on probation for a previous assault conviction.
