Man Dead After Shooting in Saint Paul's Frogtown Neighborhood

A 911 call around 5:30 p.m. on Tuesday of a possible home invasion and shots fired led to St. Paul’s third homicide in 2022.

According to initial dispatch audio, a 911 caller reported that a male had entered their home on the 300 block of Blair Avenue and held a gun to the head of their cousin. The suspect was reportedly still on the scene at the time of the call.

As officers were responding, a second 911 caller reported hearing approximately 15 gunshots, possibly from two different guns. The first caller then reported that their cousin had shot the suspect.

According to scanner audio, officers arrived on the scene to find an adult male with 4-5 gunshot wounds and losing consciousness. He was transported to Regions Hospital by Saint Paul Fire paramedics where he died of his injuries.

Scanner audio initially reported that a suspect was taken into custody at the scene, but according to the latest press release from the Saint Paul Police Department, there are no suspects in custody as of Tuesday evening. Investigators with the police department’s homicide unit are attempting to locate any witnesses and determine who pulled the trigger. Officers with the forensics services unit will process the area for evidence, and the video management unit will be searching the area for any possible video surveillance.

The Ramsey County Medical Examiner’s Office will conduct an autopsy to determine the man’s cause of death and identify the victim.

No motive has been determined. Anyone with information about this shooting is asked to call 651-266-5650.

UPDATE: Saint Paul Police have announced that Nick Tyler Okland, 31, has been arrested and booked into the Ramsey County jail for murder.

UPDATE: The Ramsey County medical examiner has identified the victim of the shooting as Kyle L. Quinn, 31, of Saint Paul.
