Suspect Dead After Roseville Officer Shot, Wounded

A Roseville police officer was shot and wounded by a suspect Tuesday night on the southwest side of Lake Owasso.

Police were sent to the 2900 block of W. Owasso Blvd. around 7:40 p.m. when a resident called 911 to report their neighbor was repeatedly firing gunshots.

Officers quickly on scene said the man was firing multiple rounds toward them and shortly before 8 p.m. one officer was struck by the suspect’s gunfire.

Roseville police say the suspect fired upward of 100 shots during the incident. A SWAT team and armored BearCat vehicle responded to the scene and a wide perimeter was established.

Officers on dispatch audio reported the man continued to fire multiple rounds toward them during several instances before he was eventually taken into custody.

Officers reported that the suspect was found down on the ground behind a residence shortly after 8:30 p.m. He was found with a “catastrophic” gunshot wound to the groin and lost consciousness at the scene.

Officers rendered medical aid before EMS arrived and the suspect was transported to the hospital. Roseville police released a short statement, saying that officers were responding to a shots fired report in the area.

Roseville police said that the suspect—a 53-year-old white male from Roseville—died of his injury at the hospital. More information on what transpired before the man started opening fire in the neighborhood hasn’t been released, but according to dispatch audio, the suspect was on the phone with 911 at some point during the incident and told them he was a trained hunter and was armed with a .308.

Roseville police said Wednesday they had been called to the address at least a dozen times in the past, some for mental health-related calls, but the specific details on those previous incidents is not yet available.

The officer who was struck remained hospitalized and was receiving medical treatment for a serious gunshot injury, police said. Fox 9 reported the officer is expected to survive. The officer was shot in the face, police said, but was stable at the hospital Wednesday.

> UPDATE: The Ramsey County Medical Examiner said Jesse Henri Werling, 53, of Roseville, died at Regions Hospital in Saint Paul after being shot by a Roseville police officer.

Werling shot Roseville officer Ryan Duxbury, who continues to be treated at Regions. Officer Duxbury has been with the Roseville Police Department for three years. Werling was firing multiple rounds as officers arrived on the scene, the BCA said. As officers set up a perimeter, Duxbury was shot. Werling continued firing dozens of rounds through the incident.

At one point, two officers discharged their firearms, striking Werling. Both officers have since been placed on standard administrative leave. Portions of the incident were captured on body cameras and squad cameras, the BCA said, and crime scene personnel recovered a .22 caliber, scoped lever-action rifle from near where Werling was shot.
