Federal Agents Shoot, Kill Suspect in North Minneapolis

Federal agents shot and killed a suspect while attempting to serve an arrest warrant Thursday morning in a north Minneapolis neighborhood, authorities have confirmed.

Around 6 a.m., a SWAT team involving FBI agents attempted to execute a high-risk warrant on the 3700 block of Dupont Ave. N., with the suspect initially refusing to exit the home.

County and local law enforcement officers assisted the FBI, but there were no Minneapolis Police Department officers involved in the incident.

The male suspect of the warrant, identified as Chue Feng Yang, 33, was barricaded inside for several hours as officers outside attempted negotiations. He was streaming portions of the standoff on Facebook Live and displaying weapons throughout.

Yang appeared to be armed with a sawed-off shotgun during a portion of the livestream video. A handgun can also be seen in the footage. According to authorities, Yang threatened that there were “bombs” inside the home that he would detonate if agents entered.

At the end of the livestream, Yang and a woman—now identified as Raylean C. Gurneau, 27—walk to the door of the home, apparently tied together at the waist with some type of fabric. At around noon, the pair move to the door and step outside, with Yang armed with a gun.

Gurneau appears to be somewhat unresponsive and may have also been armed. When they exit, officers yell for Yang to put his hands above his head and seconds later several shots are fired.

KSTP-TV reports that Yang was pointing a gun at Gurneau’s head before officers shot him. There were no officers injured.

Another livestream video—shared by a bystander outside—shows officers move in and begin CPR on Yang in front of the home. Gurneau was transported to the hospital for “medical care,” with initial EMS radio dispatches indicating she was overdosing on fentanyl.

Yang was transported by ambulance to the hospital but died of his injuries. More information on the warrant is not yet confirmed but it is believed to be related to a recent armed carjacking case.

Yang and Gurneau, of Minneapolis, were suspects in a crime spree in late January that involved multiple carjackings and a dog thrown from a vehicle during a pursuit in Ramsey County.

A media release from the Hennepin County Sheriff’s Office says that a deputy discharged a less-lethal launcher during the incident. A large armored vehicle was seen parked outside of the home and the block completely taped off.

“The FBI is reviewing an agent-involved shooting which occurred at approximately noon on April 27, 2023, in the 3700 block of Dupont Avenue N, Minneapolis, Minnesota. SWAT Operators from FBI Minneapolis were serving an arrest warrant. After barricading himself for several hours, the subject was armed as he emerged from the home. The subject was fatally wounded and another individual required medical assistance; both were transported to the hospital. The FBI takes all shooting incidents involving our agents or task force members seriously. In accordance with FBI policy, the shooting incident is under investigation by the FBI's Inspection Division.”
