2 Found Dead After Armed Standoff Response in Ramsey

A large police response unfolded in a Ramsey neighborhood Tuesday morning as an armed confrontation escalated into a death investigation.

Shortly after 8:30 a.m. on April 22, officers from multiple jurisdictions responded to a report of a man with a gun near the 15200 block of Snowy Owl Street NW in Ramsey.

The initial caller indicated that an adult male had confronted a neighbor outside while brandishing a firearm before retreating into his residence.

It prompted a response from Ramsey Police and Fire, joined by the Anoka County Sheriff’s Office, Anoka County SWAT, Anoka Police Department, Minnesota State Patrol and Allina EMS. A shelter-in-place notification was issued via mobile alert to residents in the vicinity as law enforcement surrounded the area.

Authorities made repeated efforts to establish communication with those inside the suspect’s home. When they were unsuccessful, officers made entry to the residence. Inside, they discovered an adult male and an adult female both deceased. No details have been released on their identities nor the nature of their relationship.

Officials have since lifted the shelter-in-place order and confirmed that there is no remaining threat to the public. The scene has now transitioned to a joint death investigation. Ramsey Police, the Anoka County Sheriff’s Office and the Midwest Medical Examiner’s Office are leading the investigation.

As of Tuesday afternoon, investigators had not disclosed whether the man who reportedly confronted the neighbor was among the deceased. The exact circumstances surrounding the confrontation, the events inside the home and the manner of death remain under investigation.

UPDATE | Wednesday, April 23

The two people found dead inside the home have been identified as Hulda Bochere Mosiori, 42, of Ramsey, and Mel Melchizedek, 51, unknown address. The incident remains under investigation by the Ramsey Police Department, Midwest Medical Examiner’s Office and Anoka County Sheriff’s Office, with no further details yet released.
