Officers and Slain Suspect Identified in Mounds View Police Shooting

The Hennepin County Medical Examiner has identified the man shot by officers last Sunday evening in Mounds View as Noah Douglas Kelley, 21, from Saint Paul. Kelley died at Hennepin Healthcare due to multiple gunshot wounds.

The Minnesota Bureau of Criminal Apprehension said two officers discharged their weapons at Kelley after responding for a report of shots fired and an armed robbery near 2537 County Rd I. Officers contacted an individual who stated that a suspect pointed a gun at him and made him drive to a nearby liquor store where the suspect fled inside.

As officers approached the liquor store, an employee ran outside and stated that an armed gunman was inside the store by himself. Officers were making entry into the liquor store when they were confronted by the armed suspect and shots were fired.

Officers rendered first aid before the ambulance transported the victim to Hennepin Healthcare where he was pronounced deceased. The BCA reported that body cameras were active for the duration of the call.

The officers that discharged their weapons were identified as Mounds View Police Department Sergeant Michael Hanson, who has been in law enforcement for six years, and New Brighton Police Department Officer John Thomas, who has been in law enforcement for two years.

Both officers are on standard administrative leave. When the investigation is complete, the BCA will provide its findings to the Ramsey County Attorney’s Office for review.
