Fleeing Driver Who Rammed Squad Car Gets Plea Deal

A 22-year-old man involved in a high-speed chase—allegedly ramming a squad car and nearly striking an officer—has been sentenced to prison in a plea agreement.

The case stemmed from events on Dec. 5, 2024, when Noah Guy Blegen, of Garrison, was spotted driving erratically on Yellow Brick Road in Chaska.

According to the criminal complaint, a Chaska Police officer attempted to stop Blegen after observing him driving on the wrong side of the road towards their squad car. The vehicle pulled into an Arby’s drive thru where the officer approached the vehicle and observed Blegen ordering food at the drive thru box. The officer then noticed a strong odor of alcohol coming from inside the vehicle. The officer asked Blegen to exit the vehicle, but Blegen fled over a curb and sped away.

During the ensuing chase, Blegen drove through residential neighborhoods, ignored stop signs and entered the parking lot of the Carver County Government Center where he intentionally rammed a police vehicle while officers attempted to box in the suspect. When an officer exited his squad to issue commands, Blegen accelerated toward him, forcing the officer to take cover behind the vehicle to avoid being struck.

Blegen then continued out of the parking lot and continued to flee. The pursuit ended when Blegen crashed into five parked cars at high speed near the intersection of Audubon Road and Stoughton Avenue in Chanhassen. He was taken into custody and transported to a hospital, where he admitted to drinking and driving.

Blegen was initially charged with first-degree assault for using deadly force against a peace officer, second-degree assault with a dangerous weapon, fleeing a peace officer in a motor vehicle, and driving while under the influence of alcohol. As part of a plea agreement, the first-degree assault and fleeing police charges were dismissed. He pleaded guilty to second-degree assault and driving while impaired.

The plea deal called for a sentence of 39 months in prison, and Blegen received credit for 123 days already served in jail. The court also ordered him to provide a DNA sample and left open the possibility of restitution.
