Man Accused in 2 Previous Murders Now Charged in Fatal 2023 Shooting

authorities have charged 20-year-old Albert Jerome Lucas with second-degree murder in connection with a fatal 2023 shooting.

Lucas also faces two counts of attempted second degree murder for shooting at two other individuals nearby. Lucas is currently in custody and facing murder charges in two additional cases.

Officers responded around 4:45 p.m. on Nov. 6, 2023, at the intersection of 33rd Avenue north and Dupont Avenue North after receiving reports of a shooting. Upon arriving at the scene, they found a man lying face down with multiple gunshot wounds. He was later pronounced dead, with the cause of death determined to be a single gunshot wound to the chest.

Surveillance footage and witness statements indicate that a blue Toyota Camry with stolen plates was involved in the shooting. Witnesses reported seeing Lucas and others firing from both the sidewalk and the alley. Lucas was later identified by DNA recovered from a cigar wrapper inside the suspect vehicle, which had been reported stolen in Saint Paul on Oct. 29, 2023.

The criminal complaint details a phone call made after the shooting, during which Lucas was heard bragging about his involvement, stating he had “laid the belt,” a gang-related term for committing murder. He further referenced a gang rivalry, suggesting the killing was part of ongoing tensions.

In addition to this case, Lucas remains in custody on two other second-degree murder charges from incidents on May 6, 2021, and Feb. 27, 2024.
