Man Charged with Felony After Vandalizing Police Vehicle

Prosecutors have charged Khalif Aman Finch, 24, with felony first-degree property damage after he allegedly vandalized a public safety vehicle.

Metro Transit police say the vandalism occurred on Oct. 15, 2024, in Saint Paul while officers were writing reports inside the parking garage at 390 Minnesota Street.

When they returned to their squad car, they found it defaced with whitish-tan paint on the back windshield, hood, and front of the vehicle. Additionally, the vehicle’s emergency lighting had been removed from its mount and was missing.

Surveillance footage captured a man near the vehicle. When officers went outside to investigate, they spotted Finch nearby and ordered him to stop. Finch fled, but officers quickly apprehended him. Authorities say Finch had the same paint on his jacket, hands, and mouth. Another nearby vehicle was also vandalized in a similar manner, with the license plate removed. Officers reported that Finch was seen tossing the removed plate into a trash can.

The criminal complaint notes that the damage to the squad car required the vehicle to be taken out of service for an extended period of time until the restoration could be completed.

Finch was granted conditional release in his initial court appearance with the condition that he stay away from 390 Minnesota Street.
