Man Charged in Armed Carjacking, High-Speed Chase in Saint Paul
A man is facing multiple felony charges after allegedly participating in an armed carjacking and leading police on a high-speed chase through Saint Paul.
Authorities responded to a carjacking incident around 3:25 p.m. on March 2, 2025, near 1600 Rose Avenue East in Saint Paul.
The victim reported that his father’s Toyota Tundra had been stolen at gunpoint. The suspects were identified as two men, one of whom was later determined to be Joesiah Ramon Waukon.
According to the criminal complaint, the victim had been driving with a female friend when they picked up Waukon and another man known as "Mouse." After arriving in an alleyway, Mouse allegedly brandished a black handgun, held it to the victim’s head, and demanded his wallet and phone. The victim complied before being forced out of the vehicle. Mouse then pointed the firearm at the female driver and ordered her to drive away.
Officers later spotted the stolen Tundra on Arcade Street and attempted a traffic stop. The driver initially pulled over, but the suspects allegedly instructed her not to stop. As the pursuit continued, Waukon took over the driver's seat and led police on a chase reaching speeds of 70 miles per hour. The pursuit ended when the Tundra collided with another vehicle on Maryland Avenue East just west of Interstate 35E, disabling the truck. Officers arrested Waukon and the female passenger at the scene.
Waukon, 21, now faces three felony charges, including first-degree carjacking with a dangerous weapon, motor vehicle theft, and fleeing a peace officer. Authorities also noted that he has a history of similar offenses and had previously failed to appear for a sentencing hearing related to a stolen vehicle case.
Following his arrest, Waukon claimed he had ingested fentanyl and was transported to Regions Hospital, where was intubated. Waukon was later taken to jail where he made an initial court appearance Thursday, where bail was set at $100,000.
