Saint Paul Man Charged in Shooting That Left Victim Paralyzed

A man has been charged in connection with a shooting that left the victim paralyzed from the waist down in Saint Paul.
Authorities responded to a call around 3:30 p.m. on March 1, 2025, regarding a shooting at a residence on the 800 block of Sims Avenue.
When officers arrived, they found a man suffering from a gunshot wound to his lower back. The victim told police he had been involved in an argument with several individuals about how fast he had been driving through an alley. The dispute escalated into a physical altercation before one of the men pulled out a firearm and fired multiple shots, striking the victim once.

Medical personnel transported the victim to Regions Hospital, where doctors determined that while his injuries were not life-threatening, he was likely to remain paralyzed from the waist down.
Investigators recovered two spent shell casings and one live round from the scene before obtaining surveillance footage from a motion-activated camera. In the footage, the victim was seen sitting in a parked car when 35-year-old Boonme Vue appeared to confront him about speeding in the alley. The video captured an argument between Vue and the victim, during which Vue stepped away and motioned for other individuals to approach. Moments later, Vue returned and punched the victim in the face, initiating a fight that moved out of the camera’s range.
When the video resumed, the victim was standing near his car with another man, identified as Vue’s cousin, who was wearing a grey hoodie. Vue then rushed toward the victim and fired a shot into the ground at his feet. The victim appeared to jump back with his hands raised, showing he was unarmed. Vue continued to advance and then another gunshot was heard. The victim collapsed to the ground while a voice was heard saying, “Get his gun.” A third gunshot followed and the victim screamed in pain, stating that he had been shot, the documents say.
Following the shooting, Vue and his cousin walked toward a residence on the 800 block of Case Avenue, where officers later detained two men and secured a search warrant for the property. Inside, police recovered multiple firearms, ammunition and gun parts, including a Glock 43.
Vue has now been charged with first-degree assault causing great bodily harm and two counts of firearm possession by an ineligible person.
His criminal history includes at least 10 prior felony convictions, including burglary, threats of violence and gang-related offenses. Court records indicate that Vue was previously convicted of first- and second-degree burglary in both Anoka and Ramsey counties, receiving downward dispositional departures in multiple cases. His prior convictions prohibit him from possessing firearms or ammunition.
Vue is currently in custody with bail set at $500,000.
