Police Fatally Shoot Homicide Suspect Outside Saint Paul Laundromat

Saint Paul police officers fatally shot a homicide suspect Saturday afternoon after an anonymous tip led them to his location.

The Minnesota Bureau of Criminal Apprehension is now investigating the incident, which unfolded around 1 p.m. Nov. 9 on the 1100 block of West Seventh Street.

The suspect, identified by authorities as Mychel Allan Stowers, 36, was reported by an anonymous 911 caller while riding a bicycle near a laundromat in the area.

Responding officers arrived but held back, keeping the business under surveillance while waiting to confirm his presence, Saint Paul police said. When officers did not immediately see anyone matching Stowers’ description, they continued monitoring the scene.

A short time later, the same anonymous caller contacted authorities again, this time claiming the man on a bicycle who had parked outside the laundromat was indeed Stowers. Officers watched as the man lingered outside the business before he eventually headed south on Bay Street toward Watson Avenue around 1:45 p.m.

As officers closed in to verify his identity, the suspect reportedly pulled out a handgun. According to police, officers then discharged their service weapons, striking Stowers. They provided immediate first aid and called for medics from the Saint Paul Fire Department.

Despite their efforts, Stowers was pronounced dead shortly after arriving at Regions Hospital. All officers involved in the shooting were equipped with body cameras, which were activated during the incident. The BCA, now leading the investigation, will analyze footage from the cameras and gather additional evidence to determine the details.

Stowers had been charged with two counts of second-degree murder, two counts of first-degree carjacking and two counts of assault for allegedly fatally shooting his ex-wife, causing the death of her unborn child, then shooting and carjacking another victim near the 90 block of Acker Street East around 9 p.m. on Oct. 19, 2024.

Stowers was granted permission to leave the halfway house and visit his ex-wife on the day of the shooting and records show Stowers was assigned to work release in March 2024. Court documents say the victim and the suspect were formerly married but it is unclear when they divorced.

Stowers allegedly contacted an employee at the Ramsey County Sheriff’s Office, admitting he had shot someone on Acker Street and expressing his intent to turn himself in, but the stolen Audi was found abandoned in a parking lot on St. Clair Avenue in Saint Paul and he never surrendered to authorities.

In 2008, Stowers pleaded guilty to fatally shooting Antonio Sims, 20, during a February marijuana deal in the parking lot of JJ's Fish & Chicken on University Avenue. Stowers shot Sims twice while they were in the backseat of a vehicle, with Sims stumbling out and collapsing near the front door of the restaurant. Stowers and two other suspects were arrested about two hours later after a traffic stop.

Stowers was sentenced to 25 years for the 2008 homicide and had served around 2/3 of that sentence before he was released on parole earlier this year. Per department protocol, the officers involved in the Saturday, Nov. 9 shooting are now on administrative leave pending the outcome of the investigation.
