Minnesota Substitute Teacher Charged with Criminal Sexual Conduct

A SAint Paul substitute teacher has been charged with a felony after alleged repeated sexual misconduct with a student over the course of nearly a year.

Taylor Walue Vang, 29, has been charged with fourth-degree criminal sexual conduct for incidents involving an 11-year-old student at the Community School of Excellence, a K-12 Hmong language and culture school, according to a criminal complaint filed Monday in Ramsey County.

An investigation was opened Oct. 10, 2024, when the victim disclosed to her teacher that Vang had made inappropriate comments and touched her improperly two days earlier. School administrators reported the incident to police and terminated Vang's employment the following day. During an interview with authorities, the victim detailed several incidents of inappropriate contact during her fifth- and sixth-grade years.

According to the complaint, Vang pulled the victim out of class on multiple occasions under the guise of discussing non-academic matters. The student reported that during the 2023-2024 school year, Vang touched her thighs, hugged her and made sexually explicit comments. She described one incident where he attempted to remove her shirt and another where he locked his office door, kissed her cheek and grabbed her breast.

The student also recounted receiving gifts from Vang, including CDs, and alleged he sent her inappropriate messages via Facebook Messenger, which he would delete shortly after sending.

The complaint revealed prior allegations against Vang. In June 2024, several fourth-grade students reported discomfort with Vang’s behavior, including tickling and touching their inner thighs. School administrators confronted him about his actions but allowed him to continue working until the October incident.

During interviews with investigators, Vang admitted to hugging and tickling students, providing them with gifts and communicating with them via Facebook. He denied any sexual intent but acknowledged that his actions crossed boundaries. Surveillance footage from Oct. 8 confirmed Vang was in the hallway alone with the victim.

Vang faces a maximum penalty of 10 years in prison and a $20,000 fine. Vang was charged via summons, so a booking photo is not yet available. He is scheduled to appear in Ramsey County District Court early next month.
